Assets Committee

Terms of Reference

  1. Membership shall consist of 6 members of the Council and the Chairman of the Council being an ex-officio member with voting rights.
  2. The Chairman of the Committee will be appointed at the Annual Council Meeting.
  3. The Vice Chairman will be appointed at the first meeting of the year following the Annual Council meeting.
  4. Three members shall constitute a quorum.
  5. The Committee shall control the functions and services relating to Sessions House, the Maltings and leased restaurant, the Maltings Cottage, the Local Needs Housing Scheme, Erection of Christmas Lights via the Christmas Lights working group, Recreation areas and Ely Cemetery.
  6. The Christmas Lights working group for the erection of lights will report back to the Assets Committee.
  7. The co-opted members for the Christmas Lights working group will be elected at the first meeting of the Assets committee following the Annual Council meeting and thereafter during the year as necessary.
  8. To administer the Letting Policy for the Magistrates Court for the hire of the meeting rooms and to set hiring charges. The Letting Policy and hiring charges will be reviewed on an annual basis.
  9. The Committee will consider any future acquisitions of property, land or services that the Council may wish to take responsibility for, or be offered responsibility of.
  10. To consider and implement, as appropriate within the constraints of the budget, proposals for the promotion and development of the play and recreation areas.
  11. To ensure the proper management and maintenance in accordance with any relevant legislation of the Recreation Areas, Cemetery, Maltings and Maltings Cottage facilities provided by the Council. Including any buildings, plant equipment etc, associated therewith.
  12. To review and set fees for the Cemetery on an annual basis.
  13. To consider a review of the rent on the remaining share for the Local Needs Housing Properties on annual basis and administer the scheme as per the terms of the lease.
  14. Work with volunteers for the provision and erection of the Christmas Lights and Christmas Tree, ensuring all legislation, Health and Safety etc is adhered to.
  15. To support the Council’s target of Net Zero by 2030 the Committee will consider the climate implications of current and future management of all buildings to ensure energy efficiency is maximised.
