Transparency
Parish Councils are expected to uphold the highest standards of transparency and openness. These principles are integral to all council activities.
In 2015, the government introduced the Local Government Transparency Code, primarily targeting principal authorities and larger councils with an annual precept or turnover of at least £200,000.
The government advises parish and town councils with an annual turnover above £200,000 to publish the following information online: Expenditures exceeding £500, government procurement card transactions, procurement information, local authority land, social housing assets, grants, organisation chart, trade union facility time, parking account, senior salaries, constitution, pay multiple, and fraud. Those that are required are detailed below.

Open Tender Opportunities
The Council’s current procurement opportunities are listed below. These tenders will be advertised on the Find a Tender platform and is following an open procurement process.
The Council is dedicated to a fair, open, and transparent procurement process, ensuring that all suppliers have clear and equal access to information.
Tenders are invited from suitably qualified contractors with demonstrable experience in delivering comparable projects, preferably within a similar setting and geographic area. Detailed tender specifications, submission requirements, and deadlines are provided within each project listing.

Expenditure Transactions over £500
The reports below list transactions with a value of £500 or over (exclusive of VAT) including credit notes if they relate to a published transaction. These reports will be published on a quarterly basis. The aim of these lists is to allow residents to see what the Council spends its money on.
All spend data has been reviewed internally prior to publication. For example, payments to specific individuals or relating to specific individuals cannot be disclosed as they are covered by Data Protection Act requirements. Where this is the case the information has been replaced with “Redacted Personal Data”.

COUNCILLOR SALARIES AND EXPENSES
The City of Ely Council does not pay any councillor allowances.
Travelling and subsidence allowances may be paid for authorised duties undertaken outside the parish by councillors. There is a Mayor’s Allowance budget which covers costs for Mayoral activities, as per the adopted Mayoral Allowance Policy.
SENIOR SALARIES
The Council is required to publish details of any senior staff whose renumeration for the year exceeds £50,000. As at the 31st March 2025 the City of Ely Council had one employee who has met this criteria.
Clerk to the Council and Responsible Financial Officer – Pay band NALC/SLCC 43-48, £56,293 – £63,218.
The Clerk is the senior officer of a town council, frequently combining the roles of legal “Proper Officer” and “Section 151 Officer” (responsible for financial administration). They are responsible for ensuring the council operates legally, implementing council decisions, and managing resources. As the Responsible Financial Officer they are also responsible for the financial control, budgeting, audit reporting, asset and risk management, banking and payroll.
PAY MULTIPLE
The pay multiple is the ratio between the highest paid earnings for the given year and the median earnings of the whole of the council’s workforce. As at 31st March 2025, the pay multiple was 1.94:1. For every £1 earned by the median paid worker the highest paid earns £1.94.
